Keen to begin the process of getting started once most people seemed to be assembled, Mr. Three figured that it was good enough. People seemed to be getting antsy, even with the free good, and he didn't rule them by a strong enough leash that he could command them to remain calm. It was a feat of will that he simply managed to keep them together at all, given that they likely would have killed each other if they had met outside of his own influence. He squinted slightly when the rumble of a boom filled his ears, and as a strange girl with a jester's cap floated in the air over the table, Uji San lazily reached up with a hand and an extended pinkie, and shoved it into his ear, twisting from side to side as if trying to restore his hearing. "Good afternoon, little one," he said, raising his other hand to wave at her. "Would you like to sit down? I don't know if you will be able to see the papers from up there," he said, examening her with a tilt of the head as if this were normal-- or more specifically, completely expected. Just as he expected Ten to arrive with her brick through the window. More than anything, he felt that assembling this group had desensitized him to very odd people.
Glancing his muddy eyes around the room at the rest of those assembled, Three eventually reached into his coat and produced a small stack of papers. Setting them onto the table, he ran his hand over the pile, scattering them out over the oak surface. Each one was a wanted poster, accompanied with a bounty, and usual, an issuance for the accompanying face either dead or alive. Most of those assembled possessed one, though there were a few of those here who either were not technically criminals, or not noteworthy enough to command their own poster. For example, Three took his own from the bottom of the pile and hefted it up, turning it so that those on each side of the table could see it as an example.
"Our adventures have gained us additional notoriety. Most of you have had your bounties increased this season. I think, on account of that, it is time to begin the next phase of our operation. We will need money, as well as information. I will be assigning some of you missions to perform missions in return for payment for several shinobi villages. I know that might not be the most appealing task, but I assure you - at least take delight in the thought of using their own cash payouts to fuel their inevitable downfall. Money is, unfortunately, the way of the world, and we will need a lot of it to ... educate the populace." He paused momentarily, before then producing from his coat a small, crystal orb which he held in his hand. It was his scrying orb, for likely well known to all those assembled, prophesizing was a hobby at which Three found himself particularly, unerringly, adept.
"Secondly, we will need information. I have made a prediction-- though it has not yet occurred, there will be uprisings in both Iwagakure and Kumogakure. Soon, within the month, the current regimes will be forced from power. A victory, perhaps, but their new regimes are of similar oppression, and thus of no use to us. Some of you will be tasked with investigating these matters. More specifically, many of the shinobi will flee. I want you to test them, and determine their intentions. Which villages will benefit from this?"
Another momentary pause, and Three returned the orb to his pocket. "Finally, a more personal project. I have produced a second generation of seals for all of you here. I will bequeath them upon you before you depart. However, I have already begun research on the third generation of seals, something that I came across in my previous studies. I will be accompanying Five to a certain location that is of great interest to Number One, and I will have need of a few of you to join me. For most of you, your tasks are noted on the backs of posters."
